File your marriage application online at least 21 days and no more than 6 months before the solemnisation. It stays valid for 6 months from the day you apply. Application fee $42 if at least one of you is a Singapore Citizen or PR, $380 if you're both foreigners. No extra fee to solemnise at ROM. You need 2 witnesses aged 21 or over. If either of you is 18 to 20, you need your parents' or guardian's consent and must attend a Marriage Preparation Programme before you apply. If either of you is under 18, you need your parents' or guardian's consent, a Special Marriage Licence ($280, approved by the Minister) and the Marriage Preparation Programme. Payments sit at the start of the stage they belong to, with a 30% banquet deposit and the balance before the day. Change any to match your contracts.
